  Yes, the comments feature may be enabled on all WordPress.com sites, regardless of the plan.

  Hi there,

  Comments are a built in feature on both WordPress.com and on the core WordPress.org software (though Core’s comments system does not work exactly the same as WordPress.com’s – you can add the WordPress.com comment system to a self-hosted site using the Jetpack plugin). You don’t need any paid plan to enable comments on WordPress.com, including via Jetpack, and in fact comments are enabled by default on any new site.

  Thanks for the clarification and extension to WordPress.org.

  Re: “regardless of the plan”:
  I normally don’t refer to the free option as one of the plans, which can be confusing without clarification (e.g. “the free plan vs. the paid plans”). Was a little unclear there.
