From what I can see the site mimisway.net is not a site ‘hosted’ on WordPress.com, but I do see that it is using the Jetpack plugin, which adds WordPress.com features (like commenting tools) to your Hostgator site.
Because your site is not on WordPress.com, we don’t have a direct connection to it and cannot see all your settings. Normally you will get a more detailed response by asking here: https://wordpress.org/support/plugin/jetpack/
In this case however, I can confirm that a WordPress account is NOT required to leave a comment on a Jetpack site, as mentioned here: https://jetpack.com/support/comments/
A visitor can leave a comment as a guest, or they can choose to use their WordPress.com, Twitter, Google, or Facebook account
