Is it possible to ban someone to access or leave comments in your blog? I know I can set rules but what happens when someone is leaving inappropriate messages again and again?

You can use a feature located here > Dashbaord > Settings > Discussion
Comment BlacklistWhen a comment contains any of these words in its content, name, URL, e-mail, or IP, it will be marked as spam. One word or IP per line. It will match inside words, so “press” will match “WordPress”.
However, it will not be effective is your are dealing with a bloody minded psycho troll hiding under the banner of freedom of speech, because they refuse to acknowledge that along with freedoms and rights come responsibilities. If that’s the type of person you are experiencing, it will simply get another IP and another I P and continue as before.
In the final analysis, the most effective way to deal with inappropriate people, who do not play well with others ,and who scorn the practice of common courtesy is to moderate every comment on your blog.
I don’t suffer agitators, grievers, racists, defamers, political or religious zealots or any other kind of psycho trolls gladly. I’m a kick tough little lady both online and off-line, and my home is zero tolerance zone for those kind of behaviors.
My blogs are all set to full moderation because I blog for my readers and create a safe environment for civilized people to communicate in, and because I’m keenly aware that all content on my blog is a reflection of my blog’s brand.
