Comments Displayed on Same Page as Content

How do I get comments to appear on the same page as my content?
I want my written content / pictures / etc. to be displayed at the top of my page, then have all the comments displayed below my content.
For example:
Content, blah blah, blah, blab blab blab!
Picture, whatever!Comments Newest on top
#3 @ 12:30p – I dont like what you said#2 @ 11:45a – I do like what you said
#1 @ 9:17a – I think you’re an idiot!
(insert picture) -

The themes we use here Dashboard -> Presentation -> Themes are designed to display comments in certain ways and we cannot edit our underlying templates and change that.

ok, can templates be changed or have a customized template created if upgraded the pay version of word press, if so which version (if there are multiple)

WordPress.com and wordpress.org run on two very different kinds of software. These links explain the differences bewteen the two.

Short answer: no. Not at WordPress.com, no matter what upgrades you get (except the VIP one which costs hundreds per month).

If you choose to stay at wordpress.com and you have css editing skills and, you are willing to pay for a css editing ugrade and, you are prepared to the work yourself then the information at this link will be helpful http://faq.wordpress.com/2007/10/18/about-the-custom-css-upgrade/
The css upgrade applies to changing the appearance but not the function of your blog. You cannot edit the underlying blog template. There is no staff support for learning css. Sometimes bloggers with css expertise drop into the forum and lend a hand but these visitations are sporadic and unpredictable. -
