Comments doesn't have mark as 'spam'

My comments page only has an option of ‘not spam’. Is it supposed to have the ‘spam’ option on it? Not in the ‘bulk action’ either.
The blog I need help with is: (visible only to logged in users)

The “not spam” option only appears in the spam-folder section of the comments page. Check at the top of the screen. It should show links for All, Pending, Approved, Spam, Trash. Click on All and you should see your normal comments, including both approved and pending comments, with the options to approve, unapprove, mark as spam, edit or delete.
