Comments enabled, but not allowing comments

  My blog page says “comments are turned off” or something to the affect that they are disabled. However, I’ve gone to Settings>Discussion and comments are most certainly enabled! I have no idea why it won’t let people comment. I’ve scowered my settings everywhere and can’t find what it could be. Help! :(
