I can’t get my comments on other blogs to link to my page. I’ve signed in and made sure my url is in my profile. What am I missing. I’d like for interested readers to be able to link to my blog from someone else’s.

Go to users > my profile and put your blog URL in the “website” field. Do remember that the link will be automatic only on wordpress.com blogs, and only when you are logged in.

Does that mean:
a. I have to be currently logged on for anyone to follow the link from a comment I have made? or
b. I only have to be logged on when I make the comment for the link to be forged?

If you’ve filled in the website link, you just have to be logged on while you’re making the comment for the link to work. Everyone will be able to see it.

Also remember that it is not retroactive. Comments you have made prior to putting your blog URL in the website field will not update to reflect it. -
Here’s another question: What if I have two WordPress blogs and I want my comment to link to one or the other or both? Is there a way to toggle that?

Not if they are both under one username. You’d have to sign out and put it in manually, which also means your avatar is not displayed in the comment itself, although it does turn up in the Recent Comments widget.
