comments missing from blog

  I have been asked to help edit a wordpress based site. they want to allow comments to their posts. I have setup all the p[refefences to allow this, but not he live site there is no links, comment boxes or anyway to respond/comment on the post…how do i resolve this?

  is it a code thing? do i need to access the raw php files? which page / piece of code am i to look at?
