Comments not displaying

Hello I changed to the Paulie theme and now the comments box doesn’t show up on the main page. If you click on the heading of a post it will show up under the post, but if someone just visits my blog and scrolls through the posts, there isn’t a way for them to leave comments

This is not a theme related issue. You are describing normal blog behavior.
All WordPress blogs by default have comments open on all Pages and Posts. Note that comments are collapsed on the front page of the blog because if they were not then the blog would take ages to load and that would mean visitors would click out rather than waiting for the page to load.
Your visitors click the post titles or the comment links or comment bubbles on the front page of the blog and they are directed to the full post appearing on its own page where the comment boxes appear at the end of the posts.
You can enable and disable comments on WordPress.com blogs on this page Dashboard > Settings > Discussion
That is where you set up defaults for comments and other comment options http://en.support.wordpress.com/settings/discussion-settings/You can override the default settings and enable or disable future comments on any individual post or page.
