‘Comments on other sites’ functionality is not working

In my notification settings, under ‘Comments on other sites’, I have ’email’ checked off for ‘Replies to my comments’. And yet there have been replies to my comments on other sites without my having received an email. Is there a bug here?
I don’t have a site with WordPress.com yet

Can you give a link to a post where you had a reply to a comment but didn’t receive an email notification? Did you receive a notification in the WordPress.com admin bar (the bell-icon top right)?

There was a reply on 9/9/21 10:15pm, but I didn’t receive an email letting me know that there was a reply. I expected to get such an email because I have the box checked for “Replies to my comments” under “Email” here:

I did get a notification under the bell icon on the top right. But I thought I’d get an email.

Thanks for that extra info. I noticed that you have also commented on other posts on that site. Did you get email notification for the other posts? or is it the case that you do not get email notifications at all for this site?

Hi,
I did not get any email notifications for any of the replies made to those three posts, even though all three comments had replies. Those are the only three comments I’ve made.

To clarify, you created this WordPress.com account for the express purpose of commenting on that site (and subscribing to replies) yes?
I’ve been looking at our logs for the creation of your account, and it seems like it’s possible that you left those comments and subscribed in the brief period between when your account is created, and when it is activated.
To clarify further, when you create an account, we send an email asking you to confirm. Actions you take in the time between creating and confirming the account may not be correctly recorded. Of course, due to the amount of time that has passed it’s difficult for us to look into at this point.
Out of curiosity do you have plans on leaving a new comment on that site? If so we’d like to take a closer look and see if an email is correctly sent at this stage or not?

Well, this just happens to be the first site I commented on.
I don’t currently have plans to leave another comment, but I might do so in the future.
