Comments plugin

I think it is a good idea to add a plugin which allow open debates about the topic of the blog posts, paragraph by paragraph for those who area working together on a common text. Me and my colleagues are working on writing of a new Law and we will start with a basic text which we will improve through sending comments and opening debates about it. I have found CommentPress Core https://wordpress.org/plugins/commentpress-core/ and I wonder if it would be possible add it to WordPress.com features. Thanks in advance.

WordPress has a built-in multi-author editing safe-guard. http://en.support.wordpress.com/editing-collisions/ If an author attempts to edit a post that another is working on in a WordPress.com multi-author blog a warning will display. -
Thank you very much Timethief. I am aware of this functionality but our bet is a some more risky one ;-). In fact we like sent a proposal for citizens in general to participate in Laws elaboration. That means we will propose a basic text and everyone should be allowed to send us comments and all the rest can answer this comment (and rank it if it is posible). And, in tree or four months it is expected we have collected as many comments as posible and prepare a Law Draft to send our politicians. And I have found CommentPress Core and it looks great (but I have no tested before)
