Comments re-enabled?

I disabled comments on the page that is my home page, and I would like to reenable them. However, it does not appera this is possible through any UI setting I can find? What should I do?
The blog I need help with is: (visible only to logged in users)

By default all word press blogs have comments enabled. We can override the default individual pages and posts if we wish. The main page for setting up commenting is here > Settings > Discussion

I cannot even tell what theme you are running. I cannot see the web designer link and the blog at wordpress.com link in the footer of the theme, and we are not allowed to either hide or removed those when we edit CSS. Has your blog been CSS edited?
