Comments setting broken? Not available on pub'd page?

Hi. For some reason new page creations are lacking the option for folks to Leave a Comment at the bottom of the page — I have not changed any settings, and when I look at my settings all seems fine, as far as I can determine.
I did find that in the classic dashboard view, which I always use, I do not have the option to turn on/off comments on a given page:
https://theshackproject.wordpress.com/wp-admin/post.php?post=4394&action=edit… but in the newer edit view I do have that option:
https://wordpress.com/page/theshackproject.com/4394… so, that’s a work-around now at the per page level and I’ll have to go back through the last few months’ of new pages and reset this setting within the newer (not as good) editor screen, but why would the new pages act like this?
The global settings for Comments on my site appears to be fine from what I can see.
Any ideas?

The last post in my blog doesn’t have an option to add comments. Every post prior to this, no problem.
I was alerted to this by a reader, I’ve tested by adding a comment directly myself on “edit post” in dashboard, and it adds it, but with no option to reply and still no option to add comment.
any ideas anybody?
