Commerce plugin on wordpress blog

Is it possible to install the WooCommerce plug in and other plugins on a wordpress.com blog? I’ve got it installed on another blog here http://www.dronesden.com/ but it came with my theme and now I don’t see a “plugin” option in my admin cpanel on the wordpress.com blog.
Do I need to get the premium or what’s the deal?
The blog I need help with is: (visible only to logged in users)

There is no FTP access and no blogger installed plugin capability on any free hosted WordPress.com blogs.
