If and only if this person has a WordPress.COM account you may be able to report them to Terms of Service Staff for abuse. WordPress.COM Staff are responsible only for enforcing the Terms of Service http://en.wordpress.com/tos/ and policies found in the support docs made under it. http://en.support.wordpress.com/ Your issue is a legal issue that needs to be reported to police.
Terms of Service complaints are matters that are not discussed on these public support forums that are available to all with internet access.
Provided you have specific grounds to complain about what you see on any WordPress.COM hosted blog, you need to file a complaint and submit it to WordPress.COM Terms of Service Staff. Please read these so you know how to proceed:
