comparing domain mapping between wordpress.org and wordpress.com

  I have purchased a domain and hosting on godaddy and would like to configure the domain mapping for the site to be http://www.speaktruthinchaos.com instead of speaktruthinchaos.wordpress.com. Is it correct that I would have to pay $13.99 to do that, and more importantly- would that also be true if I downloaded a theme through wordpress.org?
