Completely delete all site and account information

  We have moved the site to another hosting provider and want to delete all information. However we get the error below :
  Premium Upgrades
  You have active premium upgrades on your site. Please cancel your upgrades prior to deleting your site.
  How do I go about this to remove everything from WordPress.com ? thanks
