Hi, as i just made first steps ( backwards apparently ) into websites and wordpress, i have a totally noobish question. In order to create a site where people can upload their stories / pics , not as a forum but a dashboard kind of way, would premium wordpress be enough ? or plugins are needed, that require the business membership ?

There are a couple of ways you can get stories/pics uploaded. With the free version of WordPress, you can use Jotforms, and those forms allow you to upload documents along with the form. The uploads won’t go to your WordPress.com site’s media library, but you’ll be able to access them via JotForm(dashboard) interface. You can learn more about it here.
The second way would be using the Business Plan, and there are some Plugins available. Here is a list of some useful options.
The Premium plan is not suitable for your requirement –– it is more useful for users needing Custom design features.

I already have a premium account, so if i got this right, the best way for allow the site viewers to upload their own content / articles / pics is upgrade to business plan, and aquire some form of third party plugin, correct :)?

sorry, just wanted to doublecheck to see if i understood correctly.
I only mentioned the second option because from what i see, the premium available JotForm allows entries to be submitted by visitors, but as you said visible only by me in the JF interface.In order for the users to upload their content directly on site, for everyone to see ( and reply /comment ), one of the second option is needed, a business plan + plugin.

1)There can be Workaround by using another theme.
There is a theme called P2, which can be used for the type of discussion you’re describing here, ie, upload posts(stories), images, free commenting.(allows free uploading content) A requirement will be that each participant has a WordPress.com account, and will need to be added by an admin before they can post.You can activate this theme on another free site and see if it suits your purpose.

2)Yes, the other option which remains would be to activate a Business Plan and use the best possible plugin. You also get access to Priority Email and Live Chat with the WordPress staff.
