Completely starting over

In the help section, the ‘lynchpin’ statement, in regards to my situation is, ‘Your WordPress.com site’s URL can be edited later, while the custom domain you have purchased can not be edited later’. I would like to completely start over…web address, title, posts…I am not tech savy enough to be sure that I understand, exactly, what the sentence, above, means. The present web address (url ?) is idiotstoitaly.com. The title of the blog is ‘Idiots to Italy’. If I am reading the help statement correctly, I can change the web address (idiotstoitaly.com) at a later date but he title (Idiots to Italy) is unchangeable. The only way that I can get a fresh start is to completely close this account and reopen another WordPress account. Am I reading this correctly?

Hello there, it looks like your site at IDIOTSTOITALY.COM is using name servers that aren’t associated with WordPress.com, where we are.
Have you tried contacting your web hosting provider’s support, which looks to be BlueHost, for assistance with this issue?
Just to clarify, this support forum assists users of WordPressdotcom hosted sites and the guidance provided here may not be relevant to DIY WordPress.org sites hosted with an external hosting provider (e.g. Bluehost, GoDaddy, etc.).

Hello again, it’s likely you have the jetpack plugin installed on your BlueHost WordPress site idiotstoitaly.com which is why you can manage it from your WordPress.com dashboard.
The quote you mentioned earlier

from https://en.support.wordpress.com/create-a-blog/ only refers to sites hosted here by WordPress.com.

Hi @idiotstoitaly, with a self-hosted site, such as yours, things are a bit more complicated. What you might consider, if you want to start over from scratch with a new domain name and new content, would be to buy a new domain name of your choice at Bluehost through your account there and then install a new fresh installation of WordPress on that Then it would be empty and you can start over.
You can talk with Bluehost support and explain to them that you want to delete the old site and they should be able to help you with that. If you do not want to keep the existing domain name for that old site, you can edit the domain settings so that it does not auto-renew.
