Confiscated Domain?

The wordpress guidance on suspended blogs states:
If a blog has been suspended for violating our terms, its domain/URL and content will not be returned.
If I have paid the upgrade fee, doesn’t that mean that I become the legal owner of the domain? Although a blogger’s violation of the terms of service could quite reasonably cause wordpress to remove the content and blog (of which they are the host), how are they able to confiscate a domain name which is not their property?

The .wordpress.com blog underlying the domain mapping is gone. The domain is the possession of the person who purchased it provided they continue to renew it annually. That domain can be moved and used elsewhere > http://en.support.wordpress.com/domains/domain-management/

If this is a query about a spscific domain URL and not a .wordpress.com sub-domain URL then post the domain URL.
If it isn’t then know that .wordpress.com is the top level domain here. All free hosted WordPress.com blogs are on .wordpress.com sub-domains and if and when anyone violates the Terms of of Service Staff can and will suspend their blogs. No content will be provided to the person who breached the Terms of Service which is a binding legal contract.

Thanks – that’s exactly what I would expect to be the case.
But it isn’t what the guidance says. It very clearly states that “its domain/url . . . will not be returned”.
If the guidance is poorly worded (which is worrying, if a respected company with millions of product users is not able to phrase its basic support documents clearly), how do we go about encouraging wordpress to address this lack of clarity?

This query does not relate to any specific blog that I have, or am likely to have; I am using the forum to raise a question perceived ambiguity in the guidance documents.

So where are they discussed? Or aren’t they?
Would you not agree that other users may be experiencing the same concerns and appreciate a clear response in a thread that can be easily found when they click the “help” link in their dashboard?
Rather than focusing on the process of what is and isn’t allowed in the forum, mightn’t it be better to focus on the desired outcome: to help wordpress users?
Thanks for the form link – I will use it to try and obtain an answer, but that will be of little value to other users once this thread is deleted – not a very efficient way of working!
