Confused about the order of execution of steps to move to self-hosted

    I’ve engaged a hosting service and now I’m ready to export my blog etc. but I’m confused about the order of execution of the steps.

    1. How do I put my WordPress.com site into maintenance mode so that new comments are not accepted after I do the export? My hosting provider is saying to add a plugin to say it’s in maintenance mode or modify the index.php file but I don’t think I can do this on WordPress.com. How do I stop any new content being posted once I start my export? The below quote is from hosting company:

    2. When do I change the name servers to:
    ns1.bigscoots.com
    ns2.bigscoots.com
    Do I do this first and before I start the export?

    I found another topic where it was suggested to create a Maintenance page which I did.

    Set the Homepage

    Somehow, someone still went to my posts page and left a comment after I already did the export.

    I’m still interested to know the timing of when the name servers should be changed even though I have done it now.

    Should it be first step i.e. Step 0? or should it be between Step 1 and 2?
    Step 1 Export blog
    Step 2 Install wordpress on new host
    Step 3 Import xml file to new wordpress.
