Confused about webhosting

I am thinking about upgrading my free wordpress.com blog page to a .com website but I’m a bit confused by the process. I initially thought I could simply go to plans and select and pay for a new plan and start adding plug ins, content etc from there but now I’m seeing all this information about web hosting. Is this something additional that I need to do and why? Thanks for your feedback.

Upgrading from free to the Personal plan will give you a domain credit that you can use to get a .com address along with useful stuff like more storage space for media and access to live chat support but you still won’t be able to use plugins. WordPress.com has limits but also many benefits if you don’t want to have to manage your own updates/backups/security/SEO etc.
If plugins are a deal-breaker then you need to investigate a self-hosted site using the WordPress.org software.
