Confusion about Inviting Someone to be a Contributor to my blog

Does a person who has a wordpress account also have to have a blog site? The people I invited to be contributors to my blog do NOT want to create their own blog site. Yet the instructions they get from wordpress seem to be saying they have to do just that. It is very confusing.
The blog I need help with is: (visible only to logged in users)

No they do not have to register a blog. There is an option which is “Just a Username Please” that they can select.

Where is this option? The invitation takes them to wordpress.com and shows a screen that asks for username, blog name, etc.

It’s been so long since I registered a new account that I cannot recall exactly where it is on the form. If you log out, clear your browser cache and cookies, and without logging in go to http://wordpress.com, then you will be able to see the same form they see.
