Confusion about plans – plugins and themes?

Hi there! In the past I had domain hosting at an external provider and redirected a wordpress page there. Now I need a need website and was thinking to do all of it via and at wordpress.com directly for simplicity. In the Pricing model comparison though I got confused, my question is:
Can I install plugins and themes for my website with the “Personal” plan?
In the comparison there is no checkmark, what does that mean? It’s not possible to install themes at all? Or that it simply doesn’t include themes in the price? If it’s not even possible to install themes, I have to go with an external solution again.

Can I install plugins and themes for my website with the “Personal” plan?
Our Personal and Premium plans do not use dedicated server resources, so it is not possible to make per-site modifications such as to upload 3rd party plugins and themes. To do that your site will need the dedicated resources provided by our managed business hosting, which will require either our Business or Commerce plans.
For sites on our Personal and Premium plans, you will need to choose a theme from our built-in library of options here: https://wordpress.com/themes/
However, with the advent of our new block-based tools for theme customization, it’s better to think of any theme as a starting point upon which you can add a considerable amount of customization. Pretty much any element of our modern “Block themes” can be customized, no code needed: https://wordpress.com/themes/filter/full-site-editing
Do you happen to have any sites that you are drawing inspiration from or trying to emulate? We’re happy to take a closer look and see if one of our built-in themes could make a good starting point for your site as well.
