Connecting Jetpack

I recently deactivated jetpack because I was having trouble with pictures being displayed. This solved my picture problem (although I lost all the gallery formatting I had created). I wanted to re-activate jetpack and got this error:
Your website needs to be publicly accessible to use Jetpack: site_inaccessible
Error Details: The Jetpack server was unable to communicate with your site http://www.heavenswhitenoise.com [IXR -32300: transport error: http_request_failed Recv failure: Connection reset by peer]How do I fix this?

For issues with Jetpack, I recommend going to the Jetpack support site at http://jetpack.me/support/ or asking for help on the plugin’s forums at https://wordpress.org/support/plugin/jetpack. You will need to go there and create a separate account for the support forums there.

Thanks for your recommendation. I will do that. It seems though like the problem is unrelated to jetpack — that my website needs to be “publicly accessible.” What do I need to do to make that happen?
