Considering buying a premium package. However before I commit I want to see the theme and exactly how everything will work. from looking on your website, it seems I need to provide my credit card information first. We have 299 WordPress Themes. 164 are free http://theme.wordpress.com/themes/sort/free/ and 135 are paid premium themes http://theme.wordpress.com/themes/sort/premium/
The only themes we can use on WordPress.com blogs like your blog are licensed and adapted to run on our multiuser software the themes are found here http://wordpress.com/themes/
There is no FTP access to free hosted WordPress.com blogs for security reasons and we cannot:
upload any third party themes,
create child themes,
create our own themes,
edit templates,
create own own layouts,
or use stylesheets from other themes.Relevant support docs:

You can create themes, upload and install themes and plugins, run ads, and edit the database, etc. If you want FTP access and to install plugins or third party themes into a site then you will have to hire a web host http://wordpress.org/hosting/ and set up your own WordPress.org install.

There is a 14 day free trial you can set up. If you go to the following link, you will see buttons for “Try Now” or “Buy now” next to the Premium upgrade at the top.

You will be asked to provide payment information when starting the trial, but you will not be charged until the 14-day trial period is up. If you cancel before the period is up, you will not be charged at all.

You can cancel trial upgrades under Store → My Upgrades in your dashboard at any time.
You must be logged in as Admin http://en.support.wordpress.com/user-roles/#administrator under the exact same username account that registered the blog to access the blog’s dashboard to access Store → My Upgrades and Store → Billing History.

I am considering the wordpress.com Business package. It says its $299. Is that how much I am charged at the end of the 14-day trial? I assume it is but is there anything tacked on. Also, do you have a plan that allows for monthly payments instead of the big lump sum? Thanks!

There is no such thing as monthly payments. We all pay in full at the time of purchase. What the Business upgrade bundle includes is described here http://store.wordpress.com/plans/business/
You must be logged in as Admin http://en.support.wordpress.com/user-roles/#administrator under the exact same username account that registered the blog to access the blog’s dashboard and purchase upgrades at > Store > My Upgrades
Your billing history will be at Dashboard > Store > Billing History
