  I’m considering setting up abilility to process payments .
  can anyone tell me if the $96 charge is a one time to upgrade or an annual fee please ?
  also, If I have paypal and Square, can I use those for payment processing ?

  If you are referring to upgrading your WordPress.com account – it is charged as an annual fee.
