  Hello!

  Yes, you can combine two WordPress.com accounts into one. You would do this by transferring all your sites to the account you are keeping. Then just close the second account that you are not keeping.

  You can do everything on your own unless you have upgrades that have to transfer with sites that are moving to your keeper account.
