I also had this problem and the resolution left by alternativemagazine above works!
Seems to be down to the location that you send the test from.

I am glad it helped, I couldn’t find any info on support or via google. Indeed, it must be based on the I.P address of the sender, i.e you can’t send yourself a test, or have anyone on the same network do it! I am really glad I solved it and I hope other members find this info useful!
(Cool ‘contact us’ page on your blog jfduncan! Google map is a nice touch as well!)

@timethief Thank you for this comment: “… did not copy paste [contact-form] but actually typed it in instead?” I was tripping on that issue. You helped. And I enjoyed your blog.
Also helpful was @alternativemagazine The form won’t accept messages from the same I.P addy as the signed in blog owner. For example, you cannot sent a test message to yourself. Unless the one word “test” messages were too short and therefore considered spam?
I wrote to WordPress to update their help page to make it more clear. Thanks all.
