Is there a way to have the contact form at the END of a post instead of at the beginning?
The blog I need help with is: (visible only to logged in users)

Yes. Type the post first and enter the contact form shortcode at the end of it. Then disable the comment box on the post or you will cause confusion.
All WordPress blogs by default have comments open on all Pages and Posts. You can enable and disable comments on free hosted WordPress.com blogs on this page > Settings > Discussion
Discussion settings is where you set up defaults for comments.

It DID add the contact form but we were asking if it can be added at the end of a posting, instead of the beginning
