contact form submissions are not being sent to my email

  I have been trying for weeks and nothing works. I can see form responses on the WP-Admin page but it is not sending the form responses to the email that I am telling it to. I have tried checking spam or other folders, I have verified the forms settings many times. every other setting is working as it should but it will not send me an email of the form response which causes it to not be noticed unless I literally login to the wp-admin page every few minutes and check. I have another wordpress website where this function works just fine and I have verified all the settings are the same so I am quite certain this is not user error.
