  When attempting to activate a theme, it will not apply to my web page. I have the paid account for 29.99- please advise!

  I see your site is live with the theme hemingway-rewritten.

  When you visit your Themes menu here:

  https://resumes2go.wordpress.com/wp-admin/themes.php

  Do you receive any errors if you click “activate” on a theme you wish to use?

  Normally when you switch themes you’ll receive an alert like this to let you know the theme has activated:

  

  Do you see anything else appear instead of that alert?

  What theme did you want activated on your site?
