Contact owner of a blog to see if they'll transfer it

If a blog hasn’t been used, is there a way I can contact the person that registered it, to see if they might surrender it?
I’m working on a social research project and have tried to set up a blog reflecting the project name, but have found it’s already been registered. I noticed that the person who set it up, back in 2007 made a single posting and it’s remained untouched ever since. Is there any way that I or WordPress can ask the owner whether they’d consider transfering ownership.
As project isn’t generating any money, there’s no budget available to pay for it, but given that it’s been dormant, it seemed worth asking. The url is thebigquestion.wordpress.com. Many thanks for your help.

There is no expiration date on blogs unused or otherwise. If you can make contact on your own with the owner of an unused blog then there is a means of a consenting blog owner to transfer the blog to another username account. http://en.support.wordpress.com/moving-a-blog/#transferring-your-blog-to-another-user-or-account
In the case that there is no contact information Staff will not breach the privacy policy and provide you with an email address.

Or you can register a domain via a domain mapping upgrade and it will not matter what the underlying .wordpress.com address is.
