  Specifically, which WordPress.com blog URL are you trying to transfer to which WordPress.com user?

  I want to transfer http://nicholasrdestefano.wordpress.com/ to http://www.bizotb.com/
  and have those blogs be seen after transfer then close the nicholasrdestefano blog.

  Ok, to do that you’ll just need to export/import content from the Tools section of each blog’s Dashboard, then delete the other blog following this guide: http://en.support.wordpress.com/delete-site/

  before I delete I need to transfer and that was not successful. can you do this for me?

  You don’t need to transfer ownership of the blog, just the content via the Tools section of the blog’s Dashboard.

  The blog itself can be deleted via the current owner.

  I see it, but I don’t know what you need to do if you don’t tell me. :)

  I’m assuming you want the content of nicholasrdestefano.wordpress.com move to nickde.wordpress.com, then delete nicholasrdestefano.wordpress.com.

  If so, you need to:

  1. Export the content of nicholasrdestefano.wordpress.com from Tools -> Export in that blog’s Dashboard.

  2. Import the content to nickde.wordpress.com via Tools -> Import in that blog’s Dashoard.

  3. Delete nicholasrdestefano.wordpress.com following this guide: http://en.support.wordpress.com/delete-site/

  I have followed your instructions re: import/export and it is in the process of importing the file I downloaded to nickde. I hop I did this correctly. Have not deleted the other blog yet
