Why am I always led to community forum? need to contact wordpress directly about billing and payment! Why do they make it hard to contact customer services!

Regardless of your plan, you can use the forum to post questions.
If you have a paid plan, you can get live chat support. I don’t have a paid plan, but from the support post linked below I believe you can access the live chat support contact form by going to https://wordpress.com/help/contact, or by clicking the question mark symbol in a blue circle on your account page. (Read https://wordpress.com/support/help-support-options/#live-chat-support for more.)
