Content not loading properly, doesn’t appear on Home page or in Reader

    This is the 8th day and my fourth query on this issue. When I go to Dashboard I get what appears to be an old version of WP that does not load content properly. I have cleared my browser cache. Citations I find say to clear the WP or WP plugin cache but I see no place to access and clear such cache. For example, sources say go to Settings or Performance, locate cache, and click on empty all caches or delete cache. There is no cache when I hover on Settings, nor under any of the Settings section, e.g.,, General.
