  I want to edit my content on my blog but I cant find this option.

  Head to My Sites → Customize → Content Options in your dashboard

  it because of my theme?

  The blog I need help with is: (visible only to logged in users)

  Yes, not every theme supports that feature, but most newer themes do: https://en.support.wordpress.com/customizer/content-options/

  The Twotone theme you’re using on your site does not support content options. You can find the options that are available for your theme in the documentation, here:
