Content scraping and SERP

Recently one of my posts had a sharp drop in views. After doing a bit of research I couldn’t find anything wrong. I haven’t changed anything on-page, I didn’t lose any links, etc.
Only thing I could find is that around that same time a content scraping site on Blogger stole the post from me. My post has been up for months so I didn’t think this would influence Google search position but it did, drastically. Is there anything I can do?

Also the last time I filled out the forms on Blogger on a site that scrapped my content they walked me through filling out what turned out to be a DMCA form – my scrapped content was removed – but the whole site is a scrapper site and the rest of the content was left intact

That’s why I always recommend going after the ads. Once you report them to an ad company, it takes away their whole reason for existing.

That’s peculiar. Sometimes of course they’re just building up a site and will apply for ads later.

However, one host said they don’t accept e-mail copyright claims and only accept snail mail. Is that even allowed?
Site that stole my post is using wordpress software but is hosted by some Russian host.
