Contested Charge? – Locked Out of Account

My dashboard won’t let me access certain links or post on my blog. I keep getting this error message:
Warning: One or more transactions linked to this site were refunded due to a contested charge. This may have happened because of a chargeback by the credit card holder or a PayPal investigation. Each contested charge carries a fine. To resolve the issue and re-enable posting, please go to the shopping cart and pay for the chargeback fine. If you have any questions, click here to contact us.
Neither the link for the shopping cart takes me anywhere to pay. The only charge I have is $99 for WordPress Premium, which shows up as a receipt in my Billing history on WordPress but doesn’t show up on my credit card or Paypal. The link for the shopping cart takes me to the upgrade page (which says I have the basic plan) but it won’t let me actually upgrade to Premium again. I don’t think I did anything on Paypal to do with this site and I don’t understand the “chargeback,” since I don’t sell anything on my site.
