Continue button not working when picking a theme

Typically, when you choose a theme from your dashboard and go to the theme page, you should see two buttons: Preview and Activate. There isn’t a “Continue” button. Clicking Activate will apply the theme to your site. You can find more details here: https://wordpress.com/support/themes/changing-themes/
