I have an existing blog (thereadrovers) which is now full. What is the best way to continue with the same blog site? Do I have to upgrade or start another blog with another name?

There is no such thing as bandwidth limitations nor is there any limit on the number of posts and pages we can publish. WordPress.com provides free blogs and hosts them free of charge. There are no bandwidth charges. All WordPress.com blogs come with 3000 megabytes (~3 GBs) of space for storing uploaded files and images. Free features are listed here https://en.wordpress.com/features/
If you are referring to exhausting your free media storage space see here https://en.support.wordpress.com/space-upgrade/

IMPORTANT NOTE: If you delete images from your Media Library then they are no longer on WordPress.com servers, and they cannot be displayed in posts or pages that you embedded them into when browsers call for their display.

Time thief, thanks for responses. So, if I delete the photos on the Media Library after completing the blog, other viewers will not see them. Is that right? Perhaps a new blog or an upgrade is called for then?

While we are here note that you ought to optimize every image for the web and pre-size it to fit the space you want to use it in before you upload it. See here http://onecoolsitebloggingtips.com/2012/03/26/cropper-or-proper-image-preparation/
