Contributor unable to add an image

I added a user as a Contributor to my blog. The first two postings went fine.
On the third posting the Contributor wanted to add an image, but did not have permission to do so.
The only solution I could find was to make the Contributor an Author. Now the Author can upload an image, but because they are now capable of publishing their own posts, they lose the ability to submit the posting to me for a review.
Is there a way to either:
a) allow a Contributor to upload files
b) allow an Author to submit a posting to me for review

Here is an explanation of the roles http://faq.wordpress.com/2006/05/12/what-are-the-different-roles/ There is no way for you to change that. The only thing you can do is have them leave the post in draft status – but there’s no way to stop them from publishing it.

Thanks, that will work fine. I am able to see the “unpublished” postings of the author.
I was originally led to believe that I could not see the drafts until it either the Contributor submitted it to me for review or until the Author posted it.
