Converting an Existing Domain to WordPress

  Hello, I have a wordpress blog but would like the domain I just bought to take over the url. I already have changed the DNS records on my hosting for this and it is still not working. I did see somewhere that I have to pay $12 in order to do this, am I wrong? Because I have done this before without paying.
