Cookie information to be compliant – is it impossible on cheap subscr.?

Trying to be compliant, so want to add the cookie info banner on my site. However, it seems that WordPress has closed all possibilities to add code to the head. Only way i can find is to fork out a premium for the most expensive WP-package. Is there a way to fix this?
