Cookie question

It is very important for me to be able to demonstrate to the courts that a certain person is viewing my site. I put StatCounter on the site, which was doing a fantastic job of doing so, but it’s suddenly not showing any hits on that, or on the site stats on this page. Which is making me wonder if the other party realized that I am tracking their stalking. If they disabled their cookies, would that prevent it from being documented that they were here? and if so, is there any way to force to have cookies enabled to see the site?
I’m not a technologically-minded, so I could be way off base here… it just seemed odd that this person would go from viewing multiple times a day (up to 94 in a single) to suddenly not at all.
It’s not a stalking situation, BTW. It’s actually GOOD for me to have this person continue to read the site and for me to have the trail of exactly what they looked at.The blog I need help with is: (visible only to logged in users)

have to correct my use of the word “stalking” in the first paragraph. it’s not meant to be literal.

WordPress does use cookies, but I don’t think it is for stats tracking, just to identify the person for the next time the come to the site. The statcounter simply asks the browser for its IP address (or grabs that information from WP when they request it) and some other normal stuff when someone hits the site. It could be that the person is using some sort of anonymizing type of service or plugin for their browser so that their identifying information is not passed on to WP and the stats programs. There are quite a lot of people out there doing this now a days it seems.
