Cookies banner mandatory in EU

  Hi,
  I added the banner for the cookies that is mandatory in the EU, but it does not show up.
  The only place I can see where to add it is in on of the footers, can I add it as a drop in banner on the top of the page, where I usually see it in other pages?

  Ok, solved by choosing a different footer…
