The cookies and consent banner can be disabled on paid sites if you as the site owner decide to do that:

When I switch to a paid site will I have to redo my links that have .wordpress in them or will they automatically convert to the paid address?

I looked at the page you linked to but did not see a link telling how to disable the banner once I switch to the paid plan. Am I missing it? Thank you!

You will be able to disable the banner from My Site>Design>Customize>Widgets, the page that @supernovia linked was meant to give you more information as to why that banner appears on your site.

When you add a custom domain, the free subdomain will redirect to the new address, however, if you have shared links to your site on Social Media, the address in those links will not change.
