copy an axisting theme

Hi, I would like to know if it’s possible to copy the theme from an existing wordpress website (which is not mine) and how shoud I proceed.

The only themes we can use on WordPress.com blogs like your blog are licensed and adapted to run on our multiuser software the themes are found here http://wordpress.com/themes/
There is no FTP access to free hosted WordPress.com blogs for security reasons and we cannot:
upload any third party themes,
create child themes,
create our own themes,
edit templates,
create own own layouts,
or use stylesheets from other themes.Relevant support docs:

You can create themes, upload and install themes and plugins, run ads, and edit the database, etc. If you want FTP access and to install plugins or third party themes into a site then you will have to hire a web host http://wordpress.org/hosting/ and set up your own WordPress.org install.

in fact I already have another wordpress install on a private hosting.
What I would like to know is if it is possible to copy all the files related to the template on an existing worpress website (not mine and no admin access). To use it as a start to make my own custom template. -
Themes that are licensed and adapted to run on WordPress.com software are not exportable, however, some themes with the same names have two versions. One version for WordPress.com software and one for WordPress.org software. Twenty Thirteen is one of those themes.
