my blog contains collection of any kind of texts and latest news. My blog often recognizes and clasifies the texts. So i MUST COPY basic articles/texts from another sites, like AFP, BBC, Aljazeera, etc. Is it allowed?

No, it is not allowed. It is illegal. It will get your blog suspended VERY quickly, and it will not be restored until all the stolen content is gone.
If you can’t be bothered to write your own blog posts, why should WordPress.com be bothered to host them?

If you steal (copy) the whole article your site will be gone – even if you have a link to the original article – if you write a sentence or two why the referenced article is good with a link to read the real article you should be OK – note however that blogs that just collect writings by others are not liked by many people

my blog focuses on english lesson. One of its part is identifying the texts. My readers is needed it very much. So i identify some texts from other sites. I often give some informations and explanations about the texts. If this is not allowed, what will i do??

We don’t care what you do : we only care that you stop doing what is illegal.
You must stop. If you do not stop, your blog will be suspended. There are literally millions of English texts that are out of copyright because they are more than 75 years old, and it is just as easy to learn English from those, so use them.

Look, what you are doing is illegal. STOP IT OR YOUR BLOG WILL BE SUSPENDED. And if they’re feeling annoyed, the Americans will sue you as well. Just stop doing it.
