I wonder if I can use on my website, a direct download link for the official website of the program? This is legal or illegal?

You are allowed to link to a program/ app or any other documents, as long as it is not going to be a link to a malicious content. Please try to be fair and helpful and things should be fine. -
You are NOT allowed to offer direct download links to copyrighted content unless you have the permission of the copyright holder.

If you link directly to a file – that works until the file name is changed – much safer to link to a page on a site not the file – – also I HATE IT when a site links direct to one of my downloads and not the Post or Page it appears on –

For example, if I’m putting the program named “Program1” to download, and recommend the direct link of the official product site for people to download it, this is illegal?

You have to ask the people who are hosting it. You can link to the page where THEY have it available for download. But you cannot link directly to the file unless you have their permission.
